The Brief:

To determine a beneficial and financially viable use for the court-rooms and cells at the Old Shire Hall once the Court Service re-locates to new premises in December 2010.

Our Solutions:

  • PLB and the project team explored new uses, including heritage, retail, weddings, office rental etc. and developed a range of costed options.
  • The options appraisal considered a scheme that was sensitive to the listed buildings as well as those which would remain fully operational for council functions.
  • The concept included a ‘Judicial-based heritage attraction’ – offering the visitor a guided tour through the original judicial areas, the exhibition, shop, café and education spaces. These would be accessed via a new link building providing reception and introductory exhibitions.
  • The final option was presented to council as a phased plan of development that would deliver the scheme in stages to tie in with the release of available space and anticipated funds. PLB subsequently prepared a funding review for the project.
